in the downloads section on Fopnu it shows all the people downloading form me and many are idle for days and im assuming they will be returning to complete there downloads at some point, so if i remove them or restart fopnu will they loose their spot and have to start over? or will there download still resume correctly?

their downloads are probably done.
And if they needed to resume their download, they can continue from any point and they do not need to already be on your transfers tab.
so feel free to remove idle uploads and restart, if someone needs to resume downloading from you, they will.
