I would like to be able to turn off this message. As shown above, the chat is usually filled with this repeatedly. It gets a little annoying. I turned off user join/quit messages but I can't find an option for this. Users can already look at the "Status" section and see if they are connected to a channel.

This is indicating you have a reliability/capacity issue on your internet service. If you have sufficient bandwidth and reliable connectivity, you will not see this.
When I have seen it, I noticed on the BW graph a very deep dropoff. Last time for about 3 hours. Something was happening with my ISP lines after a storm over night while I was sleeping. The channel disconnect/reconnect messages acts like an event log. If it is a frequent issue, then I can report it to my ISP for them to take action on.
